It seems largely to preserve the leading edge that BRE has in the 18-23 range, which I assume will always be its core market - Macy can't be beat there.

 

Apparently the 24+ category was created in part because Amelia just turned 24 and forced the rebranding - but I'm sure there's a good business strategy behind it too. Frankly, I'd love to meet some women in their mid-20s who come BRE-approved - they'll have to be amazing creatures.
